I’m thinking of building a mainly blue draw/discard deck, with a splash of red and black. The key cards would be Psychic Possession (skip draw step, each time target opponent draws a card, I draw a card), Archmage Ascension (makes each of my draws a tutor), and for graveyard recycling, Quest for Ancient Secrets (shuffles graveyard into library).
The basic idea is to force the opponent to draw a lot of cards, which in turn would make me draw lots of cards, which would have a multitude of effects. Niv-Mizzet would basically deal 1 damage each time they draw a card, Underworld Dreams would deal 1 dmg when they draw a card, and Runeflare traps would be there for when they have an incredibly huge hand. There are also a bunch of cards that causes each player to draw a card (and discard).

What is the Federal Emergency Management Agency? Simply put, This agency has powers and authority that go well beyond any other agency in the nation. What can FEMA do? It can suspend laws. It can move entire populations. It can arrest and detain citizens without a warrant and can hold them without a trial. It can seize property, food supplies, and transportation systems. And it can even suspend the Constitution of the United States.
When the first concept had been presented, its original mission was to assure the survivability of the United States Government in the event of a nuclear attack. It’s secondary function was to be a Federal coordinating body during times of domestic disasters. These disasters consisted of earthquakes, floods, and hurricanes.
The "secret" black helicopters that are reported throughout the US, mainly in the West California, Washington, Arizona, New Mexico, Texas, and Colorado areas are flown by FEMA personnel. It has been given the responsibility for many new national disasters such as forest fires, home heating emergencies, refugee situations, riots, and emergency planning for nuclear and toxic incidents. It works together with the Sixth Army in the West.
President Regan signed Presidential Director Number 54 in April of 1984 that allowed FEMA to activate a secret national readiness exercise. This exercise was given the code name REX 84. The purpose of the exercise was to test FEMA’s ability to assume military authority. REX 84 was so highly guarded that special metal doors were installed on the fifth floor of the FEMA building in Washington, D.C. U.S. CONCENTRATION CAMPS – FEMA AND THE REX 84 PROGRAM
A series of Executive Orders (EO) was used to create FEMA. It does not matter whether an EO is Constitutional or not, it becomes a law simply by being published in the Federal Registry. These orders go around Congress.

I am sure that FEMA is necessary in a refugee crisis, if its run by the right people. We’ve already seen what it can do when the wrong people are running it.

True about the detention camps, but to be objective, it would be better to call them "detention" camps rather than "concentration" camps unless further information becomes available.
Funny, the government only recently formally approved the expenditure for the camps, yet Haliburton subsidiary, KBR, issued a press release a few years ago bragging they hand been awarded a massive contract to establish the camps.
True about the existence of the coffins. Their purpose remains a mystery because the government is not talking.
And because the government is being secretive about it all, people can only draw conclusions based on what they see happening – which is an economy crumbling simultaneous with a tightening of the surveillance & police state apparatus and continued legislation aimed at dismantling civil liberties.
People are angry. The government has given (under the guise of "loan" which in reality will never be paid back) TRILLIONS of dollars to BANKERS AND ELITES and is now beginning to talk of implementing austerity measures (including Social Security) AND NEW TAXES on you, the Average Joe, to cover that shortfall. It looks a recipe for revolution to me.
Be optimistic, but prepare for the worst. Stock up on dry foods and ammunition. There is no sense on stocking up on the food unless you have the means to protect it, which is why I also recommend the ammunition.
